Vacancy For Monitoring and Evaluation Analyst At UNFPA United Nations Development Programme



Background
The Nigeria Country Programme is monitored through the Country Office in Abuja and the two

decentralized offices in Cross River and Kaduna with a Liaison Office in Lagos (LLO). The

Lagos Liaison Office is covering Lagos and Ogun state including other projects and satellite

activities of the Organization in the South-West geo-political zone. The LLO works with

Implementing Partners to support Maternal Health, Sexual and Reproductive Health (includes

ASRH), Gender based violence programmes, and data collection and use in humanitarian

context. The LLO plays the coordination role in the zone including oversight functions and

supports the Abuja Office in resource mobilization, strategic planning and monitoring and

evaluation.
The Organization is improving its focus on result based management and quality delivery of

programme results.  To strengthen this process and for UNFPA to keep its leadership role in

the area of reproductive health and youth issues and data management and use at the

sub-national levels, the country office is looking for a Programme Analyst, Monitoring and

Evaluation (M&E) for its Lagos Liaison Office.
The  Monitoring and Evaluation (M&E) position will be based in the Lagos Liaison Office and

would report to the Programme Specialist/Head of the LLO with technical oversight by the

National Programme Specialist, Monitoring and Evaluation based in the Country Office, Abuja.
Job Purpose
The M&E Analyst provides overall technical support for monitoring and evaluation and data

management across the full range of the work of the LLO.
S/he analyses and assesses relevant political, social and economic trends and provides

substantive inputs to project formulation, monitoring and evaluation, joint programming

initiatives and State development frameworks. The NPPP guides and facilitates the delivery

of UNFPA’s programmes by monitoring results achieved during implementation.
S/he guides the development of methodologies as well as capacity development in monitoring

and evaluation principles and practices to ensure relevance, efficiency, effectiveness,

sustainability, and impact of the work of the UNFPA.  S/he works in close collaboration with

the Country Office to ensure compliance with technical norms in line with international best

practices and the rules and regulations of the United Nations.
S/he supports States to build capacity in data generation and use.

Duties and Responsibilities

    In collaboration with State Government counterparts, NGOs and other partners,

contributes substantively to the formulation and design of the country programme and its

component projects in line with State Government priorities and according to UNFPA programme

policies and procedures. Ensures quality of programme / project design incorporating lessons

learned, newly developed policies and best practices and establishing appropriate execution

and monitoring mechanisms and systems.
     Analyzes and interprets the political, social and economic environment relevant to

population and development, reproductive health and gender, and identifies opportunities for

UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies

analyzing policy papers, strategy documents, State plans and development frameworks, and

prepares briefs and inputs for policy dialogue, technical assistance coordination, and

development frameworks.
    Expedites project monitoring by establishing collaborative relationships with executing

agencies, experts, State government counterparts and other UN agencies facilitating timely

and efficient monitoring of project inputs and addressing training needs of project

personnel.
    Helps create and document knowledge about current and emerging population development

trends, RH and gender issues, by analyzing programme, projects, strategies, approaches and

ongoing experience for lessons learned, best practices, and shares with management for use

in knowledge sharing and planning future strategies.
     Assists advocacy and resource mobilization efforts of the Country Office by preparing

relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles,

and participating in donor meetings and public information events.
     Assume the direct responsibility for overseeing  the Monitoring and Evaluation

functions of the LLO.
    In conjunction with other technical staff at the LLO, provide support and guidance to on

program planning, monitoring and evaluation activities including state level  planning and

reviews of AWP activities.
    Prepare consolidated quarterly and annual reports on program implementation and

financial status and provide technical support in the preparation of the Annual Work Plans

(AWPs) for all the states supported by the LLO.
    Document lessons learned from program design and implementation at the LLO with a view

to contributing to relevant bulletins for the Country Office
    Monitor the development of Action Plans and the implementation of the recommendations of

missions and field visits by the LLO including missions or similar visits to the LLO by the

Abuja Office or other higher UNFPA Offices
    Assess training needs relevant to monitoring, evaluation and management information

systems and provide, if required, training to LLO and IP staff.
    Operationalize the Country Office arrangements for collecting, analyzing and reporting

programme data to ensure the availability of data to measure indicators for evidence based

programming at the LLO.
    Work with the Country Office M&E team in the process of updating and adjusting (whenever

relevant) the CO Results Framework and the Monitoring and Evaluation Calendar in conjunction

with other technical staff and relevant partners.
    Follow-up on the operationalization of evaluation recommendations as it pertains to the

LLO and work with other staff to ensure that the recommendations are used to improve

programming and decision making.
    Work with other technical staff to develop the Program mid and end of year report for

the LLO with a view to contributing to the Country Office wide mid-year and annual reports
    Provide technical and multi-sectoral support to the LLO in M&E and support all  data

related issues in the humanitarian program of the Office as the need arises
    Work with the state HMIS Officers in the states ministries of health to ensure routine

NHMIS data transmission from the PHC through the LGAs to the national level using

information technology packages as necessary
    Support the State HMIS officers and the LGA M&E Officers to coordinate the periodic LGA

M&E meetings to strengthen the data management and use processes at these levels.
    S/He would perform any other additional tasks assigned by the UNFPA Representative
    Work Relations
    Within the LLO, the M&E Analyst supports the Head of the LLO to facilitate the work of

consultants,  and experts hired to support the Office, establishes and maintains

collaborative relationships with counterparts in government, multi-lateral and bilateral

donor agencies including the civil society to address emerging issues.  S/he would

effectively influence counterparts from diverse backgrounds to jointly contribute to

achieving UNFPA’s mandate. The M & E Analyst is a substantive contributor to the programme

team in the Office.
    Internal contacts include the Representative, Deputy Representative, Assistant

Representatives, and M&E Specialist in the Abuja Office, the Decentralized Offices in Kaduna

and Cross River, and other CO’s programme and finance team members. External contacts

include other UN agencies in-country, and counterparts and partners in Country programme

activities, including international NGOs, the Academia, amongst others.

Required Skills and Experience

    The ideal candidate must be a Nigerian National and should.
    Have a Master’s degree in public health, population, demography and/or other related

social science field, with specific training in principles and practice of monitoring and

evaluation including in humanitarian settings.  A first level university degree in

combination with two additional years of qualifying experience may be acceptable in lieu of

the advanced university degree.
    Have a minimum of  three years post graduate professional experience in monitoring and

evaluation of Population and Reproductive Health programs.
    Have experience in data collection, management information system, and database

management;
    Have experience working with Government and the Civil Society would be an added

advantage
    Have working experience in the monitoring and evaluation of programme for development

will be an added advantage
    Excellent organizational skills coupled with an ability to reach consensus;
    Leverage to work with government officials and ability to maintain neutrality and

impartiality  among all stakeholders
    Fluency in spoken and written English Language is required.

Programme Associate Communications Needed At United Nations Development Programme (UNDP)


Background
Under the guidance and direct supervision of the Communication Specialist and the KM

specialist, the Communications Associate supports execution of communications function and

initiatives aimed at strengthening knowledge management in the CO. He/she supports the

formulation and implementation of the communications and advocacy strategies and action

plans to increase the standing and awareness of UNDP with partners, the media and the

public. The incumbent supports in identifying and promoting initiatives that enhance

knowledge sharing across programme units and between the country office and partners.
The Communications Associate promotes a client and results-oriented approach in UNDP, and

works in close collaboration with the other BD team members, Programme and Operations teams

in the CO, staff of other UN Agencies, UNDP HQs staff, Government officials, media,

multilateral and bilateral donors and civil society for information dissemination and

knowledge acquisition and sharing.
UNDP Africa has developed KM and Communication Strategies that guide country offices on how

to identify and implement activities at country office level that support the successful

realization of the goals and missing of the corporate Strategic Plan 2014-2017.

Duties and Responsibilities
Summary of Key Functions:

    Supports formulation and implementation of communications and knowledge management

action plans to support business development;
    Support towards elaboration and implementation of the publications strategy and plan;
    Contribute towards maintenance of websites, social media platforms, databases and

knowledge management systems;
    Support efforts towards facilitation of knowledge building and knowledge sharing across

programme areas and with partners.
    Supports formulation and implementation of communications and knowledge management

    In coordination with Communication Specialist, development of regular communication

material and knowledge products highlighting Country Office achievements and/or engagements;
    Organization of roundtable discussions, press conferences, briefing sessions,

interviews, launchings, etc. Provision of the logistics support to the events;
    Review of reference materials, identification of reference materials for retention.

Maintenance of information database and photo library;
    In coordination with the Communication Specialist preparation of briefing materials,

media advisories, press releases etc.;
    Preparation of information for UNDAF, CPD and other documents.
    Support towards  implementation of the CO publications policy focusing on the

achievement of the  following results:
    Identification of initiatives and storylines  for publications, and articles

contributing to debates on key development issues  success stories;
    Support translation/adaptation/rewriting of information received, printing and

dissemination of publications and audio-visual materials.  Contact with printers and other

suppliers to ensure production;
    Dissemination of CO, Regional and corporate, including flagship publications.
    Contributes towards maintenance of UNDP CO websites, social media platforms, databases

and knowledge management platforms and systems:
    Assistance in the maintenance of office web site, based on corporate requirements in

cooperation with the ICT staff;
    In coordination with Communications Specialist, preparation of content for social media

platforms ensuring adherence to corporate guidelines and standards;
    Preparation of the content for the web sites ensuring consistency of the materials.
    Support efforts towards facilitation of knowledge building and knowledge sharing across

programme areas and with partners focusing on achievement of the following results:
    Identification and synthesis of best practices and lessons learned directly linked to

programme country goals and activities;
    Identifying and promoting knowledge sharing opportunities and platforms across programme

and operation areas and with partners;
    Identification of knowledge sources and establish network partner institutions and

organizations for knowledge acquisition and dissemination;
    Active and sound contributions to knowledge networks and communities of practice.

    The key results have an impact on creation of effective communications and dissemination

of information about UNDP as UN’s global development network and UNDP as a knowledge-based

organization through dissemination of good practices  and knowledge products.  Accurate

TRS Service Technician 1 – Will be for a minimum period of 12 months (Inclusive of the 3

The Peoples Democratic Party (PDP) Campaign Organisation has asked the All Progressives Congress (APC) to leave it out of the controversy of an interim government, stating that it is alien to the nation’s constitution.
The ruling party also alleged that there is ongoing discrimination against non-indigenes of Lagos state in the distribution of the Permanent Voter Cards and the burning of voter cards belonging to non-indigenes in some states.

Addressing news men on Wednesday, the spokesman of the PDP Campaigns, Femi Fani-Kayode, said that APC and its Presidential Campaign Organisation have inundated the Nigerian people with allegations that the PDP-controlled Federal Government is not ready for the scheduled February 14 and 28 general elections and that it is plotting to scuttle the process with a view to emplacing an Interim National Government.
Fani-Kayode therefore declared, “These allegations are disingenuous, tenuous and shameful. Rather than elevate the APC, this resort to mendacity and scare-mongering further reduces them to a gang of desperadoes seeking power by all means and simply for the sake of it. This is because it is common knowledge that the Constitution of the Federal Republic of Nigeria does not provide for the Interim Nation Government contraption that the APC talks about.”
He said that the APC and its spokesman, Lai Mohammed, have taken it upon themselves to play the devil’s advocate by building up seemingly scary scenarios to create tension, cause panic in the polity and incite supporters of his party and well-meaning Nigerians against the Federal Government, President Goodluck Jonathan and the PDP.
Accordingly, he said, “The PDP Presidential Campaign Organisation calls on the Nigerian people to discountenance APC and Lai Mohammed’s petty lies and they can be rest assured that all arms of government are patriotically committed to discharging their constitutionally-prescribed responsibilities and duties.

“We believe that the APC’s unconscionable alarm is part of its characteristic and habitual propaganda through which it has over and over again imposed its skewed agenda on many undiscerning Nigerians. We are constrained to take this opportunity to paint an accurate portrait of the APC and its leaders. It is time for us to expose them for what they really are. The truth is that they are agents of destabilisation.
“They comprise of retrogressive elements that are desperate to take power just for the sake of it. If they ever succeed in taking power in this country, God forbid, they will take the country back into darkness because they represent darkness and everything that is reprehensible.
“We, as a party, will not allow them to damage the good work that the PDP, most especially the administration of President Goodluck Jonathan, has done to transform our nation.”

The ancient town of Ilorin, the Kwara State capital recently went agog when thousands of the supporters and members of the Peoples Democratic Party (PDP) across the 193 wards in the state came out in large numbers to give the visiting President Goodluck Jonathan and other leaders of the party a rousing welcome to the state.
The supporters who abandoned their various businesses had stormed the venue of the presidential rally at Ilorin Metropolitan Square located along Asa dam road, to show support and solidarity with the candidature of the president in his bid to seek re-election on February 14.
As early as 9,00 a.m, all the ways leading to the venue of the rally was packed full of various party groups, sporting different vests with inscriptions like, “Goodluck Jonathan is the answer’; ‘Jonathan, the energetic and young leader” and ‘Kwara is for PDP’ among others.
Security personnel also had a hectic work as people continued to troop out to the venue of the rally from different parts of the state and ensured that all the people were thoroughly checked in into the venue of the rally to avoid any breakdown of law and order.
President Jonathan arrived at the Ilorin International Airport, Ilorin at exactly 11.15 am and later moved to the palace of the Emir of Ilorin located at Oja-Oba, Ilorin where he paid homage to the Emir, Alhaji Ibrahim Zulu Gambari.
At the palace, President Jonathan said the essence of the visit was to pay homage and respect to members of the state Traditional Council under the chairmanship of the Emir of Ilorin.
"We thank the Emir for his kind support and prayers in the past for the PDP and our administration. If we can observe, we would see that in the last four years, we have recorded achievements through road constructions, economic development and others and in the last four years, we have had challenges and the main one is security particularly in the North-east.
"In the next two weeks, we would double our efforts on the issue of tackling the security challenges in the North-east and if elected again, we plan to take agriculture to the next level and Kwarans would benefit because they are enterprising and they would key into our programmes."
The Emir, in his response, said "Kwarans are peace-loving people and they respect constituted authority. You have done well and we urge you to work towards maintaining peace in the country and you have demonstrated that you are a peace-loving leader by joining others in signing the peace accord in Abuja.”
At exactly 12.40 pm, President Jonathan and his entourage arrived at the venue of the rally amidst cheers from the crowd on hand to receive him to the venue of the rally. Jonathan later walked round the venue of the rally where he showed appreciation for their love, support and solidarity towards his re-election bid.
The programme commenced with the opening prayers from both the Muslims and Christians faith. The Muslim prayer was conducted by one of the leaders of the PDP in the state, Alhaji L.K Jimoh, while the Christians prayer was conducted by the former speaker of the state House of Assembly, Hon. Ezekiel Benjamin.
Jonathan and the Senate President, Senator David Mark, declared that the PDP would not allow any form of rigging by any political party in the February elections.
Jonathan said his administration was committed to free, fair and transparent 2015 polls.
Jonathan, who appreciated the large turn-out of Kwarans and supporters of the PDP at the venue, said he would not encourage governance by intimidation if re-elected and that he would give people the ability and freedom to express themselves.
"My message to people of Kwara State specifically today is not all about what we have done or what we'll even do per se, but to show you people that we'll work with you people and let Nigerians know they are free citizens.
“We don't want a government where they'll be governed by intimidation. We are committed to a government wherein every Nigerian will be free, where every young man and woman of 18 years old will be free. We don't want to be bottled or have any fear of intimidation.
“We don't encourage a situation where leaders intimidate followers, where people feel like they are in a zoo, where lion or leopards are moving freely and others go into hiding. Nigeria is not a zoological garden. Nigeria is a country governed by laws and people are free.
"Kwara is a PDP state. It's just that our mandate was illegally taken away. We'll surely get it back. Despite all that, you have remained strong. We love you for that and we'll continue to work with you. Kwara State is a peaceful state – state of harmony, where all Nigerians reside for business and other development activities. We thank you for the peaceful coexistence against insecurity we experience in some other parts of the country. We'll continue to work together to make the state peaceful.
“We'll work with you to make agriculture turn you to billionaires through micro, small and medium scale agro-allied enterprises to even create jobs for others. We have intervened on water, power, rail transport, creation of universities and road construction among others.
"This country belongs to the youth and you are the future leaders. That is what we are set out for – government of the young people. We also have a vibrant economy recognised by CNN two days, ranking us with two other countries where the economy will continue to boom.
“If CNN can say that who is that economist in Nigeria that can say what the world has seen will be seen differently. Our economy is the largest in Africa. All experts in both public and private sectors have been working to sustain that.”
Mark, on his part, expressed optimism that the PDP would win the general election and vowed that the party would not allow any rigging.
He said the North central zone from where he hails decided to vote en mass for Jonathan in 2011 and that it has also resolved to repeat the same vote this year’s election, assuring the people that the zone would give the president the highest number of votes.
He said the zone resolved to maintain its vote for Jonathan because the president has done a lot to entrench the principle of democracy in the nation's voting system to make election free, fair and credible.
National Chairman of the PDP, Alhaji Adamu Mu'azu, who presented the party's flag to the PDP governorship candidate in Kwara State, Simeon Ajibola at the rally urged Nigerians to vote for President Jonathan for another term in office, describing him as "young, dynamic and energetic."
He said the present administration has achieved remarkable achievement in various fields of economy like transport, roads, education, agriculture, economy and youth development among others.
However, conspicuously absent at the presidential rally was a PDP chieftain and a governorship aspirant in the state, Senator Gbemisola Saraki and her supporters.
State coordinator of the presidential campaign and a governorship aspirant, Muhammad Dele Belgore (SAN) told the president that "Kwara is yours, Mr. President, as this huge crowd clearly shows. Kwara is the only state with two governors. One is merely occupying the seat and has no powers, while the other one exercises all the powers.
“This is a state where the common wealth of the many is enjoyed only by a few. Kwara is ready to liberate itself, Mr. President. We will vote for PDP, starting with the president, National Assembly and our governorship candidate. As our party chairman said the last time he was in Kwara, PDP is kwara and kwara is PDP. Mr. President, welcome again to Kwara".
If the crowd of supporters that graced the rally is anything to go by in Kwara, the prediction as to which party will win the general election in the state may be difficult to make.

President Goodluck Jonathan on Wednesday said what Nigeria needed was transformation and not change as is being canvassed by All Progressives Congress (APC).
He spoke at the Samuel Ogbemudia stadium, Benin City, Edo State, during his campaign for re-election.
He noted that the federal government was building its construction technology company in Edo State to take care of the youths, with a view to developing competent talent and skills in the construction industry.
"Change takes place every day, If you move from your bedroom to your sitting room, you have made a change but you have not transformed yourself. If you move from your sitting room to your Kitchen, you have changed but you have not transformed yourself," Jonathan said.

FORMER chairman, Economic and Financial Crimes Commission (EFCC), Malam Nuhu Ribadu, on Tuesday, said the alleged missing N30 trillion under the watch of Minister of Finance, Dr Ngozi Okonjo-Iweala, was not possible.

Ribadu made this known in an interview with the News Agency Nigeria (NAN) in Abuja.
“I was baffled and got deluded for anyone to say that N30 trillion got lost. I think we just have to look at what we earn as a country and what our budget had been in these few years and see how possible it is.
“If everything we earned is not up to that within the period she has been the minister, which is about three to four years, then we need to be careful.

“We need to be careful to avoid more damage to our nation, because there are certain things that when it comes out, it will never go back again,” he said.

Ribadu said while working under former president, Chief Olusegun Obasanjo, Okonjo-Iweala was the economic team leader and she coordinated the economic policy of the administration effectively.
“I challenge anybody to say that she stole N1 at that time; we were all there. I was in charge of EFCC and I want to hear anybody say that she did this and that.

“I followed her up till now. I think it is somehow uncharitable for someone to come out to say that such an amount of money was missing under her watch,” he said.
Ribadu, who is the governorship candidate of Peoples Democratic Party (PDP) in Adamawa, said controversies being raised about the nation’s economy was unfortunate, adding that Okonjo-Iweala was of impeccable integrity and well respected.

According to him, when I worked with her, she exhibited a nationalistic attitude that was not questionable and believed in any policy that could take Nigeria and its people high.
The former EFCC boss advised that people must advocate for things that were geared towards the unity of the country and avoid controversies that would cause more harm to the system.
“I am close to almost all of us that worked together as a team and I know that Ngozi continues to do what she knows how best to do, which is to serve Nigeria.

“She managed this economy fairly in spite of all the challenges and difficulties; it is sad for someone to look at Ngozi and said that she has a hand in it (alleged missing funds).
“This pull-down syndrome has to stop and we must manage ourselves very well; I am not happy now with what is going on and I think that if it is politics, I think it is something that is hurting us as people and hurting the economy as well,” he stated.

On allegation that the minister was executing World Bank /IMF policies in Nigeria, Ribadu said she had in no way done such, adding that having worked with the bank was an added advantage for Nigeria.

Buhari must explain missing N2bn in petroleum ministry —Plateau commissioner"
Plateau State Commissioner for Information and Communication, Honourable Muhammad Abubakar Badu, has dismissed the anti-corruption claims of General Muhammadu Buhari and asked him to explain how two billion naira disappeared from the Petroleum Ministry when he was in charge.

The commissioner stated this during a brief ceremony to mark the conferment of the honour of Ethics Ambassador on him by the Centre for Ethics and Self Value Orientation, in his office.
Muhammad said “war against corruption or anti-corruption crusade must be holistic.”
According to him, All Progressives Congress (APC) presidential candidate’s claims and pronouncements about fighting corruption was a sheer pretence and electioneering gallery show.”

Badu recalled that a whopping sum of two billion naira disappeared under Buhari’s watch, and was traced to an aircraft arrested by the government of Idi Amin in Uganda.
“At that time, the naira was stronger than the American dollar, and that translates to robbing Nigeria of vital development projects, especially as that government failed to account for the money up to this day.
“For discerning people to believe and subscribe to his anti-corruption war cry, Buhari should explain to the world how the money disappeared from the ministry’s coffers, and the diplomacy that resolved the controversy over the arrest of the aircraft carrying the cash in a Uganda airport,” he said.
